- Tenders are invited for Road Safety and Institutional Development Support to the Transport Sector Objective of the Assignment: The objective of this assignment is to ensure sound financial management of the implementation of the project Component 3: Road Safety and Institutional Development Support to the Transport Sector following the Project Implementation Manual (PIM) and the World Bank's financial procedures through recruitment of a Financial Management Specialist as key member of the PIU to be established at MoT. Scope of the work/assignment: The Individual Consultant is broadly responsible for the overall Financial Management arrangements of Component 3, and will ensure the maintenance of sound arrangements throughout the life of the project are consistent with all project documents, and also is responsible for the day to day accounting transaction and will work closely with the PIU Coordinator and MOT Procurement, Finance and Property Administration Process. The Individual Consultant will be the focal person responsible for FM aspects and provide guidance to the financial management issues. Qualifications and Skills: a minimum of First Degree in Accounting and Finance from a recognized university; Fluency in English language General Professional Experience The Individual Consultant shall have: at least eight years relevant work/practical experience (for MA or above) and ten years (for BA) in accounting and finance; Experience in projects financed by the World Bank, and also have knowledge of financial policies and procedures of the World Bank; experience in internal and external audit works is added advantage; proficiency in computerized financial management systems is required; Communication and training skills are essential; ACCA/CPA/CIMA Qualification is desirable.
