  • Tenders are invited for Recruitment of One Senior Consultant to Conduct Assessment to Identify the Gaps Which Obstruct Continuous Trials of Criminal Cases, and Develop a Training Manual and Training of Judges on Continuous Trial Handling, Project Title: Supporting Criminal Justice Reform in the Federal Supreme Court of Ethiopia Duration: 40 working days SCOPE OF THE WORK OR ACTIVITY Conduct an assessment to identify the gaps which obstruct continuous trials of criminal cases, and its impact on the speedy dispensation of justice, and draw practical and comprehensive recommendations; Conducting a consultation and validation workshop on the assessment; Develop a training manual and provide training to judges on Continuous Trial Handling; Undertaking other related tasks as required and directed by FSC. QUALIFICATION Masters or advanced degree (MA or LLM) in law in the fields related to criminal law and criminal justice studies, criminology, human rights, public international law or relevant disciplines. A PhD in any of the above areas or in a related field would provide a significant advantage. In all cases an undergraduate degree in law (LLB) is a requirement. GENERAL PROFESSIONAL EXPERIENCE AND SKILL The consultant shall have at least ten years of relevant professional experience in law, preferably in criminal proceedings; Previous experience working within or with the Ethiopian criminal justice environment would be a distinct asset; Experience in undertaking similar work, with testimonials, including recommendations and letters of acknowledgment for participation in similar assignments; The ability to render consulting services in the most professional, effective, and efficient manner; Experience in establishing strong working relationships with a wide range of stakeholders; The ability to work with minimal support and supervision; Advanced computer literacy and full working knowledge of Microsoft Office and similar applications are required; Fluency in English, both written and spoken, is required Fluency in Amharic both written and spoken, is required Excellent writing and presentation skills. SPECIFIC PROFESSIONAL EXPERIENCE Experience working in conducting assessments in the Ethiopian justice sector is required; Publication of at least 3 peer-reviewed research articles or book chapters on a reputable journal is required; Experience working in the Ethiopian criminal justice system (as a judge, prosecutor, or practitioner/lawyer) is an advantage; Experience in delivering training and in developing training manuals used in interactive adult training; Experience in drafting laws and/or tools related to continuous criminal trials or case management system in the Ethiopian context is an advantage; Experience in similar consultancy services is an advantage; Experience working in criminal justice sector reform or law reform in Ethiopia is an advantage.
