  • Expression of Interest are invited for Impact Evaluation of Ethiopias Rural Productive Safety Nets Program Community Childcare Centers Ethiopias Productive Safety Net Programmes (PSNP) provides food insecure rural households with basic income opportunities to promote their economic and social wellbeing. Households with able-bodied adult labour engage in public works and receive transfers for 6 months of the year. The World Banks Africa Gender Innovation Lab (henceforth the WB research team) is working with the PSNP implementation team in Ethiopia to evaluate the impact of community-based childcare centers on household participation in PSNP and other income generating activities, as well as child development outcomes. The WB research team is seeking to contract a survey firm to carry out two rounds of data collection (midline and endline) with all households in the impact evaluation. A baseline data collection was conducted in 2020 and identified 25 households with children aged 1-5 years old living within a 2km radius of the kebele administrative center in each of 90 kebeles. The planned midline and endline data collection should be administered to the same set of 25 households in each kebele. Each interview will be conducted on a tablet during a face-to-face interview with the household head and his/her spouse. The questionnaire will be designed in English by GILs research team and programmed for use in Survey CTO. The selected Firm will review, test, and translate the application prior to the training and fieldwork. The midline will collect data on a number of key outcomes for this study including (i) childcare uptake, (ii) household-member labor supply and time use, (iii) caregiver knowledge and practices around childcare, (iv) agricultural and business income, (v) school enrollment, and (vi) intrahousehold bargaining and psychological wellbeing. Among treatment households, we will also collect data on perceptions of childcare quality. The endline will assess the persistence or emergence of impacts on outcomes assessed at the midline while also (i) collecting basic willingness-to-pay data to assess the sustainability of the program and (ii) using a child-level assessment to measure child-development outcomes. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are: (i) expertise in field work required for large scale rural household surveys; (ii) experience in implementing household surveys on the scale of this project; (iii) skills in project management; (iv) experience conducting child-development assessments. The expression of interest may include brochures, description of similar assignments, experience in similar conditions, and availability of appropriate skills among staff. Firms may include no more than five descriptions of prior projects. The Firm should only include descriptions of prior projects that were started or completed in the last five years.
